The Inner-City Rail Streetcar Feasibility Study was conducted
by VIA Metropolitan Transit in collaboration with the Downtown Alliance of San Antonio.
In April 2009, the Board directed staff to coordinate this study with VIA’s Long
Range Comprehensive Transportation Planning efforts. As part of the SmartWaySA public
workshop in September of 2009, VIA sought input from the public and stakeholders
regarding goals, criteria, and suggestions for moving forward. A Technical Advisory
Committee composed of technical staff from various local agencies continued to develop
a concept for streetcar through October 2009. That committee’s recommendations,
as described in this report, were developed for review and consideration by the
VIA Board of Trustees appointed Commission on Intra-City Rail and Streetcar, which
is designated for the purpose of developing conclusions and recommendations for
transmittal to the VIA Board.
This Feasibility Report presents the recommendations developed by the Technical
Advisory Committee as a result of their analysis from July to October, 2009, as
well as directions adopted by the Commission. In April 2010, the VIA Board directed
staff to explore the Small Starts program as a way to seek Federal Transit Administration
funding to support a capital investment in the Streetcars. The Feasibility Study
was completed in June 2010, and VIA’s next steps related to the findings of this
report continue to be developed as the Long Range Comprehensive Transportation Plan
process continues.
